(b) I have already been passed over for this promotion taking my substantive service into consideration, and I was informed that it was not that I was not considered qualified

but that for some reason those promoted were considered to be

my senior, I was satisfied with the explanation as I understood

that the next promotion would certainly be mine.

It is now

proposed to promote an officer three years my junior in the

service over my head.

It is clear that this will stand in the way of my

chance of reaching the posts of Assistant Director of Public

Works or Director of Public Works, poats which are seldom

vacated in the ordinary course and in the attaiment of which this loss of seniority may prove a very serious impediment.

(c) I have been employed in many and various works

and have carried them out to the best of my ability and I believe satisfactorily.

D. Most of my work has been nothing to do with

mechanical engineering and I again respectfully beg His Ex-

cellency, even if the present selection is adhered to, to

make some ruling that my seniority for 1st Grade Executive

Engineer shall not be jeopardised.
